Vietnam builds action plan to realize its green growth commitments


The green growth strategy promotes economic and efficient use of energy


According to the MPI, the national action plan is divided into 19 main groups of topics compared to only four in the 2014-2020 plan and focuses on two key aspects: amendments and supplements of the previous one; and adjustments and updates according to COP26 results and Vietnam's new commitments.

In order to move towards the net zero emissions roadmap, a number of important targets will be emphasized and accelerated in the 2021-2030 action plan, including energy and industry; traffic; construction; agro-forestry, resource management and environmental protection. Specifically, the green growth strategy focuses on economical and efficient use of energy, increasing the ratio of renewable energy in the national energy system, building a development roadmap for emerging technologies and perfecting the legal framework for the operation of a competitive electricity market to ensure strong development of renewable energy for electricity production. It will also deal with the development of eco-industrial parks and industrial clusters and sustainable craft villages, as well as strategies to utilize waste resources.



n the field of transport, it will accelerate the transition to clean energy and end production of vehicles running on gasoline and diesel oil; offer incentives for transport enterprises which convert means of transport to vehicles using clean fuels and renewable energy, and invest in electric vehicles. It will also develop standards for green seaports, wharves, inland waterway routes, airports, railway stations, and warehouses; perfect and synchronously adopt solutions for fuel quality management, emission standards, manufacturing technology and vehicle maintenance techniques.

In the field of construction, the action plan will accelerate activities related to innovation of production technologies, increase the level of mechanization and automation and use of clean fuels, increase efficient use of raw materials and fuel, reduce energy use in factories and building materials production by promoting the use of recycled materials from various types of waste to produce building materials. The plan calls for development of green and energy efficient buildings to achieve the greenhouse gas emissions target in the construction industry.

As for the agro-forestry sector, the strategy aims to develop and improve the quality of forests to enhance carbon absorption. In terms of resource management and environmental protection, the action plan will promote activities related to waste management based on the approach of the circular economy model, in which the resource value of waste is fully used towards sustainable development. Regarding solutions to control environmental pollution from key industries and fields, the plan will urge related parties to accelerate reduction of air pollutants and greenhouse gas emissions.


The national strategy on green growth for the 2021-2030 period, with a vision to 2050, was adopted by the

Prime Minister in October 2021, ahead of the COP26. It demonstrated Vietnam's determination to carry out

the commitments on greenhouse gas emission reduction and climate action by realizing green growth

targets.
