NDO – Provincial People’s Committees are allowed to consider the exemption of tuition fees for students within a specific period in the case of natural disasters and epidemics announced by competent authorities.


This is one of the provisions in Decree No. 81/2021 on the mechanism of collection, management and exemption of tuition fees, as issued by the Government on August 27.

According to the decree, when a natural disaster or epidemic occurs, the provincial People's Committee can propose the People's Council to exempt preschool children, high school students, and graduate students in the affected areas from tuition fees.

The period for tuition fee waiver will be considered depending on the extent and scope of the impacts.

*10% discount on electricity bills offered for pandemic-hit enterprises

The Government has agreed to reduce electricity bills for three groups of enterprises facing difficulties due to the COVID-19 pandemic, according to Resolution 97 issued on August 28.

The three groups of beneficiaries include seafood processing and preserving enterprises, fruit and vegetable processing and preserving enterprises, and production enterprises with export turnover of over US$1 billion in 2020.

They will receive a 10% discount on electricity bills before VAT for the billing period of September, October and November 2021 if they are facing difficulties due to having production facilities located in areas under social distancing according to Directive 16.

This is the fifth time in 2021 that the Government has agreed to reduce electricity bills and electricity prices due to COVID-19 as proposed by the Ministry of Industry and Trade.
