Major streets in Hanoi have been decked out in national flags, banners, and decorations to prepare for the upcoming 13th National Congress of the Communist Party of Vietnam.

All houses and institutions are required to fly the national flag from January 15 to February 14, Dung added.

Before, during, and after the Congress, thousands of officers and soldiers will be deployed to ensure security and safety.

The municipal health department is outlining COVID-19 prevention and control plans at different levels.
