With the current progress, the Government said the project of Long Thanh international airport will start in 2021 and be completed in 2025 according to the Resolution No. 94/2015 of the National Assembly.
The Government said that on the basis of the inspection report and appraisal opinions of the State Appraisal Council members at the plenary session on May 27, Airports Corporation of Vietnam (ACV) has completed improve the project feasibility study report to submit to the State Appraisal Council. On August 24, the State Appraisal Council conducted a gathering of members’ opinions. As a result, a majority of the members agreed to approve the draft appraisal report and project content. Component 1 project – buildings that state management agencies will assign to interdisciplinary state management agencies (Customs, Police, Border Police, Port Authorities, Medical Quarantine) capital investment implementation to ensure progress. In case the agencies are unable to allocate capital, the State management agency will select the investor in the form of PPP contract type BTL or BLT.
Project component 2 – works in service of flight management, recommended investor is the Vietnam Flight Management Corporation.
Project component 3 – essential facilities in the port, including: passenger terminal, aviation infrastructure, water supply system, wastewater treatment; No. 1 cargo terminal, garage; Traffic system connecting routes 1 and 2… will be invested by the Airports Corporation of Vietnam.
Project component 4 – service works, including the cargo terminal 2, the express cargo terminal; aviation industrial park; airport logistics area will be performed by investors, investors selected by the Ministry of Transport.
In addition, the State Appraisal Council said that the verification results, the total project investment determined by the consultant determined under Decree 32 is more than 109,200 billion VND (equivalent to more than 4.67 billion USD) down more than 2,400 billion dong (equivalent to more than 109 million USD) compared to the total initial investment. If the Decree 68 is applied, this figure is more than 109,100 billion VND (equivalent to 4.67 billion USD), a decrease of more than 2,500 billion VND (equivalent to 114.3 million USD).
The report said that the main reasons for the change in the total project investment compared to the feasibility study report submitted to the Ministry of Transport include: the estimated construction cost decreased by 2,222 billion VND, the equipment cost increased. 443 billion dong, construction investment consultation cost, project management cost, provisioning… decreased 677.9 billion dong.
It is known that the project goal is to build Long Thanh international airport to reach 4F level as decentralized by the International Civil Aviation Organization (ICAO), an important national international airport, towards is an international air hub of the region. In the first phase (2020 – 2025), the project will build 1 runway; 1 passenger terminal with synchronous auxiliary items with a capacity of 25 million passengers / year and 1.2 million tons of cargo / year.
One of the most notable architectural highlights in the phase I project is the passenger terminal with a capacity of 25 million passengers / year; includes 4 floors with a total floor area of 373,000 m3, meeting the requirements of exploitation with technology 4.0.
Currently, the Government has also directed the Ministry of Transport to request relevant agencies and units to prepare sufficient resources to implement the project as soon as the Feasibility Study Report is approved.
