Investment for farmers enhanced towards agricultural development

NDO – The Prime Minister has issued Decision No.150/QD-TTg approving the strategy for the sustainable development of agriculture and rural areas for 2021-2030 period, with a vision to 2050.


The general goal is to develop cash crop cultivation based on local advantages towards modernity, high productivity, quality, effectiveness, sustainability, and competitiveness among the leading groups in the region and in the world.

The strategy emphasises the central role of farmers, an important workforce and human resource. Accordingly, the operations of farmers will be renovated towards ensuring more substance and efficiency. They will be trained and empowered to become the main force in the socio-economic development and management of natural resources and environment. Under the strategy, equal opportunity in accessing development conditions and enjoying social welfare will be created. In addition, professional farmers and rural workforces with high knowledge and skills will be developed, meeting new developmental requirements.

In fact, the point of view of considering farmers as the centre of the agricultural and rural development process and all agricultural and rural development activities aiming to improve their spiritual and material lives has been solidified over the past years. However, this field has not yet achieved major breakthroughs. Farmers have been passive in production and unable to adapt flexibly to the rapid and continuous fluctuations of the market. Their production activities have not innovated. The application of high technology and digital transformation have been conducted in only a few large-scale and linked production models. Therefore, products are not uniform in design and quality with the absence of certificates of good agricultural practice that many countries around the world are interested in such as GlobalGAP and HACCP. This is also the main reason leading to the situation that despite diversity in types, high yield and large output, Vietnamese agricultural products have encountered obstacles in both domestic consumption and export. Therefore, farmers have not received a commensurate income to stabilise their lives and feel secure in production.

The strategy for the sustainable development of agriculture and rural areas was approved in the context that it is essential to make a strong movement among farmers. It is expected to become the basis for the birth of new, practical and effective policies such as the encouragement and support of farmers participating in training programmes with production certificates, meeting the quality standards and new requirements of the market, in line with the trend of responsible agriculture, landscape agriculture, organic agriculture and high-tech agriculture. It is also crucial to develop and implement policies on credit support, insurance policies, and the assistance for the linkage and consumption of agricultural products. This is also the basis for realising the vision that by 2050, Vietnam will become one of the leading agricultural countries in the world. The country’s rural areas are expected to no longer have poor households and will become livable, civilised, green, clean and beautiful places with the living conditions and incomes of rural residents in harmony with urban areas.
