On September 24 at a press conference to introduce the project “Reforming the model of quality inspection and food safety inspection for imported goods”, Mr. Nguyen Van Can, General Director of the General Department of Customs, pointed out the shortcomings and shortcomings of specialized inspection, thereby showing the need to reform and renovate this work to facilitate enterprises (DN).


According to statistics of the General Department of Customs, as of December 312019 there are still about 70000 items still subject to regulations and policies related to specialized management and inspection.

Analyzing more clearly, Mr. Nguyen Van Can said that the inspection order, procedures and methods are not consistent. At present, each type of re-inspection has different orders and procedures detailed in specialized laws and guiding decrees.


“However, in reality, the implementation is not consistent among ministries and agencies, inconsistency between the Law and the guiding Decree. Enterprises have to carry out many steps and procedures at many agencies and organizations ” – Mr. Cẩn pointed out. Notably, the rate of specialized inspection is many but detecting violations is very low.


Director General Nguyen Van Can said that in the role of the agency assigned by the Government to draft the Scheme, the Ministry of Finance (the General Department of Customs) has actively coordinated associations, ministries, businesses, and consult opinion of experts, suitable with Vietnamese conditions to develop the project. “Currently, the project has been submitted to the Prime Minister for consideration and promulgation. This is a major policy, reform, advanced, suitable for advanced countries” – General Director of the General Department of Customs said.


The project aims to substantially reform specialized inspection of imported goods, reduce costs, reduce time for enterprises, promote the responsibility of line ministries, improve competitiveness national painting.


At the meeting, the representative of the General Department of Customs added that the Trade Facilitation Project funded by USAID (the US Agency for International Development) has assessed the impact of the project. Accordingly, for import-export enterprises, the percentage of quality inspection and food safety inspection declarations in a year cuts 86166 declarations (about 54.4%) (down from 158424 declarations (number of declaration form in 2019) to 72258 declarations).


The total number of days of quality inspection and food safety inspection that the enterprise can save when applying the new model compared to the current model in a year is 2484038 days (down from 3965394 days to 1481. 356 days).


Therefore, the cost saved for businesses in a year thanks to the number of days cut is more than 881 billion, equivalent to 37.8 million USD.


The project includes 7 major reforms:


To assign customs offices to act as the focal point in inspecting quality and examining food safety for imported goods.


Applying uniformly 3 methods of inspection for the whole field of food quality and safety in order to reduce the number of imported consignments subject to inspection, including: Tight inspection; Conventional inspection; Reduced inspection.


Simplify procedures for quality inspection and food safety inspection for imported goods.


Apply item inspection to reduce the number of consignments subject to inspection (switching from tight inspection to normal inspection, from normal inspection to reduced inspection for goods) the same, regardless of importer).


Fully and substantially apply the principle of risk management in quality inspection and food safety inspection to imported goods to ensure the role of state management and improve the compliance of enterprises.


Expanding the subjects exempted from quality inspection, food safety inspection, with the plan to add 18 groups of subjects to reduce state management costs and costs of businesses.


Apply information technology system in the New Model to cut time, support businesses and related agencies.
